Where in Florida should my roommate and I go on vacation?

We are both 18 years old so we need a place that would allow us to check into a hotel. Also we are wanting to fly and since most places require you to be 21 to rent a car we would more than likely be relying on public transportation or shuttles to get around. We definitely want somewhere with a beach and a lot of other activities such as water sports, shopping, and other activities as long as it is in Florida. Any suggestions would be great!!!
