If someone does not want to scubadive in Cancun, is it okay for them to come along on the boat ride?

My sister and I will be scuba diving for the first time in Cancun, however a friend of our’s that will be joining us does not want to participate in the activity. I am wondering if anyone might be able to tell me if it is okay for them to come along the boat ride with out having to purchase the activity package for the third person? We just don’t want to leave the person stranded in the hotel by themselfs? ANYONE?? Please. Just want to know before purchase the activities online.

I have never know them not to allow it. There has to be seating available and if there is they will take you along. I have gone on fishing excursions and know of people that went along with there friends Scuba diving.
During peak season you may have difficulty but at this time of year it should not be a problem.
