Why is my boat carb spitting gas from the idle jet screw at idle.?

while at idle the idle jet screw is spitting gas .This is on a 2 carb johnson engine ,48hp. It also stumbles at idle speed and coughs. If I put my hand over the top carb it will soak my hand in gas, then after removing my hand the engine will race wide open till i physically choke the engine till It shuts down.

Hmmmmm. Carbs spitting gas is a sure sign of a broken reed valve.
